Circle has signed separate memoranda with Kakao Group and with Toss operator Viva Republica and Toss Bank. The parties plan to explore blockchain payment infrastructure, stablecoin technology and possible connections between digital settlement and existing South Korean financial services.
The Kakao agreement involves Kakao, Kakao Pay and Kakao Bank. Potential work may cover payments, transfers, merchant settlement and digital financial services. Toss and Toss Bank are separately examining how stablecoins could connect with payment and banking infrastructure.
The companies have not announced a specific product, network, launch date or new token issuance. The news should therefore be viewed as preparation by major Korean platforms for a future regulated digital money market. The partners' main advantage is not only Circle's technology, but also Kakao and Toss access to everyday payments, bank accounts and a large consumer audience.
